About the project

The project “Construction of wastewater collection and drainage system of Zabok drainage system and Zlatar drainage system” envisages the construction of a total of 167 km of new gravity collectors, 4.73 km of pressure pipelines, 60 pumping stations, 53 overflows and other hydraulic structures, 78 crossings, 5,875 preparations for house connections and recovery of 12.35 km of the existing collector. The construction of two large wastewater treatment plants (WWTP Zabok 36.940 PE (population equivalent) and WWTP Zlatar Bistrica 14.690 PE, III. stage of treatment) and a plant for solar sludge drying are planned.

The Project investor is Zagorski vodovod Ltd., Ksavera Šandora Gjalskog 1, Zabok, personal identification number: 61979475705. By the Decision of the Government of the Republic of Croatia of 27 July 2017 (Official Gazette No. NN 74/2017), the project “Wastewater collection and drainage system of the Zabok and Zlatar agglomerations and the Oroslavje and Zlatar Bistrica wastewater treatment plant” was declared a strategic investment project of the Republic of Croatia. With the grant agreement (reference number: KK.06.4.2.27.0001) concluded on 30.05.2018. between the Ministry of Environmental Protection and Energy as the Level 1 Intermediate Body (IB 1) and Hrvatske vode as the Level 2 Intermediate Body (IB 2) on the one hand and Zagorski vodovod Ltd. as the beneficiary of grants from the Funds on the other, the total estimated value of the Project has been defined and grants awarded to Zagorski vodovod Ltd.

The total estimated value of the Project is defined in the amount of HRK 598.099.185,26, the total eligible costs are estimated in the amount of HRK 478.479.348,21, of which non-refundable EU funds allocated to Zagorski vodovod Ltd. as the Beneficiary amount to HRK 321.355.962,44, which is the largest possible amount of co-financing of the total estimated value of eligible expenditures of the Project.

The project is co-financed by the Operational Program Competitiveness and Cohesion 2014 – 2020. from the European Regional Development Fund.

With the contract on co-financing the Project, concluded on May 30, 2018 between the Ministry of Environmental Protection and Energy (now the Ministry of Economy and Sustainable Development) and Hrvatske vode on the one hand and Zagorski vodovod Ltd. as a water service provider on the other, mutual rights and obligations regarding co-financing of the national component of the Project have been agreed, and the shares and amounts of co-financing have been determined: Ministry of Economy and Sustainable Development 40% or HRK 62.849.354,31, Hrvatske vode 40% or HRK 62.849.354.31, Zagorski vodovod Ltd. 20% or HRK 31.424.677,15.

Location and project partners

The Partnership Agreement on the Project “Construction of the wastewater collection and drainage system
of the Zabok drainage system and the Zlatar drainage system” which was signed on 04.05.2018. the City of Zabok,
the City of Oroslavje, the City of Donja Stubica, the City of Zlatar, the Municipality of Bedekovčina,
the Municipality of Veliko Trgovišće, the Municipality of Sveti Križ Začretje, the Municipality of Mače,
the Municipality of Gornja Stubica, the Municipality of Stubičke Toplice, the Municipality of Zlatar Bistrica,
the Municipality of Marija Bistrica, the Municipality of Konjščina and the Municipality of
Lobor were defined as partners in the Project.

The location of the Project is Krapina-Zagorje County and includes the cities of Zabok, Oroslavje, Donja Stubica
and Zlatar and the municipalities of Veliko Trgovišće, Bedekovčina, Sveti Križ Začretje, Mače, Stubičke Toplice,
Gornja Stubica, Marija Bistrica, Zlatar Bistrica, Konjščina and Lobor.

Key points of the Project

The grant agreement identifies the key points of the Project
(Activities):

  • ACTIVITY 1: Purchase of land and settlement of property legal relations VIDI VIŠE
  • The activity of purchasing land and resolving property legal relations implies establishing the right of easement for laying down collectors on the entire drainage route for the Zabok agglomeration and the Zlatar agglomeration, by concluding contracts on establishing the easement right or conducting incomplete expropriation procedures, while for the land on which the construction of WWTP is planned, the purchase of land ie. implementation of the full expropriation procedure is envisaged. The activity in question covers a total of 3.420 real estates, of which 2.426 real estates in the area of ​​the Zabok Agglomeration and 994 real estates in the area of ​​the Zlatar Agglomeration.

  • ACTIVITY 2: Recovery of the main collector G. Stubica - Oroslavje: 12,35 km VIDI VIŠE
  • The project envisages the recovery of 12,35 km of the main collector Gornja Stubica-Donja Stubica-Stubičke Toplice-Oroslavje. The subject activity includes individual cadastral municipalities in the area of ​​the towns of Donja Stubica and Oroslavje and the municipalities of Stubičke Toplice and Gornja Stubica.

  • ACTIVITY 3: Lot I. Agglomeration Zabok - Phase I VIDI VIŠE
  • As part of the activity Lot I. Zabok agglomeration – phase I, the Project envisages the expansion of the existing drainage network by building 28,55 km of main collectors, 60,15 km of secondary network, 2,22 km of pressure pipes, 29 spillways and other hydraulic structures, 27 pumping stations, 35 passages and siphons and 3.581 pieces of preparation for home connections.

    The subject activity includes individual cadastral municipalities in the area of ​​the towns of Zabok and Oroslavje and the municipalities of Veliko Trgovišće, Bedekovčina, Sveti Križ Začretje, Mače and Gornja Stubica.

  • ACTIVITY 4: Lot II. Agglomeration Zabok - phase II VIDI VIŠE
  • As part of the activity Lot II. Agglomeration Zabok – phase II, the project envisages the expansion of the existing drainage network by building 25,73 km of secondary network, 0,3 km of pressure pipelines, 3 overflows and other hydraulic structures, 7 pumping stations, 11 crossings and siphons and 574 pieces of preparation for home connections.

    The subject activity includes individual cadastral municipalities in the area of ​​the towns of Zabok, Oroslavje and Donja Stubica and the municipalities of Veliko Trgovišće, Bedekovčina and Sveti Križ Začretje.

  • ACTIVITY 5: Lot III. Agglomeration Zlatar - phase I + phase II VIDI VIŠE
  • As part of the activity Lot III. Agglomeration Zlatar – phase I + phase II, the project envisages the expansion of the existing drainage network by building 20,02 km of main collectors, 36,62 km of secondary network, 2,21 km of pressure pipes, 21 overflows and other hydraulic structures, 26 pumping stations, 32 passages and siphons and 1.720 pieces of preparation for home connections.

    The subject activity includes individual cadastral municipalities in the area of ​​the town of Zlatar and the municipalities of Marija Bistrica, Zlatar Bistrica, Konjščina and Lobor.

  • ACTIVITY 6: Construction of WWTP Zabok and WWTP Zlatar VIDI VIŠE
  • As part of the activity Construction of UPOV Zabok and UPOV Zlatar, the construction of two devices (plants) for wastewater treatment is planned:

    • in the Zabok Agglomeration, the construction of WWTP Oroslavje is planned for 36.940 PE, III. degree of purification and construction of solar sludge drying plant from WWTP
    • in the Zlatar Agglomeration, the construction of WWTP Zlatar Bistrica is planned for 14.690 PE, III. degree of purification

    The construction of WWTP Oroslavje is planned in the cadastral municipality of Stubička Slatina, and the construction of WWTP Zlatar Bistrica is planned in the cadastral municipality of Lovrečan.

  • ACTIVITY 7: Equipment for maintenance of public drainage systems and monitoring and control system VIDI VIŠE
  • As part of the activity Equipment for maintenance of public drainage systems and monitoring and control system, the procurement of the following is envisaged:

    • a combined vehicle for cleaning and removing dirt from sewer pipes – 1 pc
    • off-road vehicle (tractor) for cleaning and removing dirt from sewer pipes – 2 pcs
    • tractor trailers for sludge transport – 2 pcs
    • tractor tanks (10 m3) – 1 pc
    • CCTV vehicle for system inspection – 1 pc
    • monitoring and control system
  • ACTIVITY 8: Supervision VIDI VIŠE
  • As part of the Supervision activity, the Supervising Engineer will ensure that the construction works are properly performed in accordance with the project and specifications, ensure the quality of construction of the sewerage network, monitor the safety of works and, if necessary, provide cost monitoring services. Services of providing professional supervision during the execution of works are in accordance with the Law on Construction of the Republic of Croatia and other applicable regulations, as well as the provision of services by FIDIC engineers.

  • ACTIVITY 9: Project management VIDI VIŠE
  • Project management during project implementation implies the establishment of a Project Implementation Unit (PIU), in the full sense functional and operational, related to all aspects of the project. For the successful implementation of the project, qualified experts are planned to be hired by the User (water service provider) for project management, which will ensure successful communication between all participants in the project and the successful implementation of the works envisaged by the project.

  • ACTIVITY 10: Promotion and visibility VIDI VIŠE
  • Promotional activities and ensuring the visibility of the project include the implementation of preparatory activities to inform and strengthen visibility, promotion of the Project, informing the target public with the goal of strengthening visibility, strengthening the capacity of the Investor to implement the Project and ensure its sustainability, media relations to strengthen visibility, evaluation of implemented activities and preparation of reports in accordance with given EU procedures.

Project implementation period: January 1, 2014 - June 30, 2023

General objectives of the Project

The main objectives of the Project are to meet the requirements
of the Urban WastewaterTreatment Directive (91/271/EEC) in the Zabok agglomeration
(> 15,000 PE with sensitiverecipient, III. stage of purification), in the Zlatar
agglomeration (in the range of10.000 – 15.000 PE, III. level purification) and the
Water Framework Directive – Directive
2000/60/EC.
The basic goals can be summarized as:
• increase the degree of connection of the population to the public sewerage system
• ensure adequate wastewater treatment by building 2 wastewater treatment plants
• increase the efficiency and reliability of the public drainage
and wastewater treatmentsystem by introducing the economic price of water (polluter pays principle).

It is planned to increase the degree of connection of the population
– in the Zabok agglomeration from 50% to 88% (including 100% connection of the economy),
with the long-term possibility of connecting almost all users (99%).
– in the Zlatar agglomeration from 33% to 79% (including 100% connection of the economy),
with the long-term possibility of connecting almost all users (99%).

Operational Programme Competitiveness and Cohesion 2014 – 2020 – Specific Objective 6ii2:

• Recovery of the public drainage system in order to prevent soil and water pollution,
• Construction of the extension of the public drainage system will collect additional quantities
of wastewater that are currently inadequately discharged without any treatment for
10.000 households – higher degree of connection of the population to public drainage systems and
higher amount of wastewater treated at the appropriate level after
collection,
•The construction of two WWTPs with a nominal capacity of 51.630 PE and a sludge
drying plant will treat the system wastewaters with III. degree of purification for reference years.

The purpose of this project is to significantly improve the existing condition of infrastructure and
buildings for drainage and wastewater treatment in two drainage and wastewater treatment systems
(Agglomeration Zabok and Agglomeration Zlatar) in accordance with the main environmental and social priorities,
together with achieving water quality standards prescribed by the EU and their related deadlines.
